Core Partners

The ESAP management agency comprises three core partners: 

VNG International as the lead partner is responsible for overseeing all MA operations. VNG, the Dutch Municipalities Association, is based in The Hague, The Netherlands (https://www.vng-international.nl/).

GOPA is based in Germany and responsible for managing the monitoring, evaluation and learning function of the project (https://www.gopa.de/).

YEM Consultants PLC is based in Ethiopia (https://www.yemconsultant.com/) and collaborates closely with the MA on all technical aspects related to social accountability approaches, systems, tools, as well as the capacity building of implementing partners (IPs).
